planar projection zoom limits

Hi i searched the forum couldnt find anything to help.
im trying to limit the image so that it cant be zoomed out entirely.
yes i have tried the zoom limits in the default view window
have tried checking and unchecking the limit to image resolution box
on desktop, no matter what im able to be zoomed out entirely.
and on mobile its able to be zoomed out entirely and then also dragged off screen ( video attached)
of course i want to prevent this happening.
let me know if anyone has suggestions

Once the tour is built, edit the main XML file of the tour.

Find the description of the <view> of the flat scene.

It will be something like this :

          limitview="fullrange"
          maxpixelzoom="1.0"
          fovmax="1.0"
          fovtype="HFOV"
          fov="1.000000"
          hlookat="0.000000"
          vlookat="0.000000"/>


Change the limitview attribute. Set its value to auto.
