Can you check the temporary directory in the Preferences window ?
If this directory is full with a hge number of files, then it may explain why PTP is starting slowly.
Create a dedicated empty temporary folder for Panotour and set it in the Preferences window.

on my DEL XPS PC with 16GB Ram and I7 CPU ptp 2.2.0 takes 24seconds to start
on my Workstation with 128GB Ram and Xeon E5 2680v2 ptp 2.3.0 beta takes more than 5 minutes to start.
on both Computers C: is temp Default drive where OS is located (DEL PC does have 150GB free space, the WKS does have 980GB free space. both on Win8.1 64bit.

THE DIFFERENCE: the DELL PC does have a Nvidia GTX260 GPU with around 1 GB Ram and the Workstations currently runs with an onboard VGA (16MB Memoy)

DELL PC:__1.098.280 files in 202.334 Folders with 594.0 GB
WKS:_______214.405 files in 36.715 folders with 64.6 GB

... no graphic Card until now. 16 MB RAM VGA chip on the motherboard... so yes all & everything is slowww if its graphic related...
nov/dev I will grab a nvidia gtx 980 or 990 (depends on Price and Memory they come with)
funny to mention APG is no difference between the PCs....

(PS I forgot to mention in my above posting: C:\ drive is in both PCs a Hardware RAID1 with 2 HDDs ... so far slower than with SSDs)
... I plan to Exchange the HDD Raid for the OS Partition C: with one SSD (mirroring via Software to a backup SSD) or again a RAID1 with 2 SSDs

It's the same for me, it takes several minutes. it came with the last stable version (or one of the last).
Win7 64bit, 2 pcs Xeon 2660, GTX970, empty temp-folder.
One of the 32 cores is working at 100% for several minutes while 31 cores is idling.
what is it doing ???

I've reported the problems.
Does your graphical card drivers are up to date ?
