No, you can use an off-line web server to deliver the tour.

Many more features in PTP 2.x are implemented in javascript and the Flash version of a tour must be delivered from a web server if all features are to work correctly. PTP 2.x has a small built-in web srever that is used when you use te View last built tour... button.

I understand that HTML5 versions of tours can be viewed offline directly.

To visualize offline it's difficult without any modification of the flash plugin security access or chrome security access.
All browser are now done to block most of the scripts when called locally.
It's why a webserver local or online is the best way to visualize a virtual tour generated by panotour.

Floorplan is definitley not visible when through localhost or online in fullscreen mode in IE and Chrome. Firefox is showing it fine in Fullscreen.
And when viewing the html locally without any server it's not shown by chrome (an we'll need that for an offline distribution without any server software involved sooner or later).

IE10 and minus doesn't support HTML5 fullscreen and FloorPlan is HTML5 plugin so FloorPlan is not visible in fullscreen mode.

Chrome have security settings to change to display page offline. Look at here : http://www.chrome-allow-file-access-from-file.com/

Localhost/online with chrome should be working.
