PTP 2.0 beta 1 ... Windows 8 pro ... 64-bit versions

The PTP 2.0 beta 1 display extends behind the task bar on my Windows 8 Pro system, also running Start 8, which partially obscures the Build progress bar.

Is this intended?

... in your case: yes - because you decided to do so.
Explanation: in your screenshot top left I can see an Firefox window behind the ptp2 Windows. this leads me to think you did not use the fullscreenoption on top right window middle button. enlarge to fullsize and the bottom window Frame will no longer stick behinde Windows 8 taskbar.
as in every Windows Version since min. 5 years you can move the window partly out of the Screen by moving it to left, right and bottom...
