Is it possible to add a compass to a single pano in a tour?

From the xml only, there is no pano-specific version of the compass.
Otherwise, you could try basing yourself on existing pano-specific plugins like the simple button and copy that code into your own compass plugin so that it'll be pano-specific directly from PTP.
