Non-rotating tour w/hotspot overlays

I want to do a non-rotating type of tour. What I'd like to do is stitch a pano (or use a fisheye lens) then add a number of hotspots which will link to other images and have those images appear on top of the pano when a hotspot is clicked. So the pano/fisheye image would be used as a wide angle perspective and the hotspots would then drill down to images of smaller, more detailed areas. Is this possible with PTP?
