grouping scenes?

Has anyone found an elegant way to group scenes within a tour (as in e.g http://www.lboro.ac.uk/virtualtour/ )? What comes to mind initially is to create seperate tours with the groups of panoramas in, then use a dropdown box to navigate between tours (by editing xml etc). Has anyone found any other solutions?
