If a pano image has a HFOV of 360 degrees then PTP won't let you crop on the horizontal dimension.

Does you image have a HFOV of 360 degrees?

If it doesn't then enter the correct values for Panorama properties/Projection before attempting to crop.

If it does have a HFOV of 360 and you wish to crop on the horizontal dimension then manually change the HFOV to 359 before cropping.
