If the optics etc are good I can surely see a market for it, but likely professionals only :-)
I like the zoom-lock, preventing any creeping while making a pano.
f4 makes it a lens you can use indoors for other things then pano's which is always nice.
8-15 mm sounds like anything from 4 shots quick pano's to 100 shot pano's...I like the flexibility. From there you can do the rest with your standard set of lenses.

That's not a bad price for an "L" lens. (According to Canon "L" means luxury, but I think it means "lots and lots of bucks").
You may get a few bucks off depending on how it compares to the others out there.
The Tokina 10-17 is $579 at B&H.
According to sigmaphoto.com, the Sigma 8mm f/3.5 is $1,230 but B&H has it for $899. It may be that a sigma prime beats a Canon zoom, the lens tests will be interesting.
The Sigma 15mm f/2.8 lists at $940 but is $609 at B&H
Canon's aren't discounted as much-the 16-35L lists at $1699, B&H has it at $1520.
You may have a choice of two Sigma primes for $1508 or one Canon zoom for a street price of $1200-1300.

I went to the Canon Paris expo and had a quick play with this lens. I asked about the zoom lock feature, which is not actually a zoom lock as far as I understood the response. Rather it locks the available zoom rage to the sensor size for APS-C or H. I used it on the 1DS3 shown in the pic. It was not fully circular at the widest setting. I asked if I could try it out on my own camera, or use my CF card, but they said no:(
You can see the C and H on the lens in the attached pic. There is a lock on the other side you set to lock the range to either one.
