Here's an update. One can render the file as 8 BIT .psb with layers and it will be made. What one gets is a ballooning of size to laughable levels. So a file of 400 GB appears, I just deleted it! I'm having the same problem, and can even reproduce it with 3 files. With 2 images (one at 400mm, the other at 135mm) it works fine, and bases the resolution on the 400mm image as expected.
