Yes it can be done I have seen few panos done with krpano which had that option. Basically it was "look to" command in xml where you specify the area & zoom within the pano, as of now your only hope is to use custom xml for doing this. Update, Tested on the samsung phone in offline mode with data connection switched off the locally stored tour works fine in 3rd party browser Dolphin HD beta6 the same html file when offline will not open in default android browser. When you say it works, was the device connected to the internet of not at that moment? I guess so that the phone had a data connection it might have been used to get permission, do you want me to test again with data connection off? It should be possible, but Flash for Android by default doesn't allow to run local flash content. Have you tried to put 1000mm focal inside APG ? You can always create hotspots & manually link them to 360cities.com panos in the nearby area,
doing this automatically will require some kind of access to their database.

I have tried downloading both 32bit & 64 bit version of 1.6b3 but the files don't have any extension hence wont install on the computer. I manually added .exe to the file name but that too does not solve the problem.

Anyone else having the same issue?

Lately even I faced a similar situation where the client wanted an option for slower speed connection asking to do a smaller tour but this means redoing the entire tour, I haven't yet tried resizing the files in the project but an ideal solution would be to configure the output size inside panotour.
