What is crazy is that I bought a $3 non-optical scroll mouse and it has a controller within it for three-axis quadrature encoding as well as three buttons and it has a well documented PS2 interface that Arduino can communicate with. If I could just figure out how to use the physical parts from this....

Very nice! Very cool indeed. I would say please do consider the go back, go forward buttons as I use Papywizard for the hundreds of shots gigapixel mosaics and it might be hard on the graphical interface. Also the colors are hard to differentiate (light and dark)

Please don't put Vista 64 compatibility at or anywhere near the top of your list. I have a Nokia and am much more interested in other features coming down the pipe. I am just letting you know Vista 64 has a problem.
