Custom wortkstation specification for 4k footage as input

I have done something like that before, moving circular 360 on a tower & shooting around from different point of view each shot, but it will depend a lot on how you shoot & how accurately can maintain the distance from the walls.

Android phone need flash player to run the tour which in your case is missing or needs update, whereas apple discarded flash hence html5 tour was developed for it to run iphone.

As long as the ceiling is flat with no 3d objects why should there be a problem, multiple view points should stitch well by changing the focal length to 1000mm & shooting with 50% overlap.

Yes autopano giga can do this using multiple viewpoint, this is called orthographic panorama. Search the forums here there are 3-4 threads discussing the same.

If your phone has flash then best would be to use flash.
Earlier android before 2.3 gingerbread not all phones supported flash but if you have html5 compatible browser then you can view, try installing Dolphin HD browser from the market.

I remember flash is not compatible with below ARM v7 processor.

My concern in doing this is what focal length do you plan to use how much overlap do you intend to keep how much of 3d objects will you be having near to the building, distant objects would not have much problem. all these will make your stitch complicated, APG can handle each 4 sides of the buildin...

I have done something similar to Scenario 1 shots from a top of an industrial chimney moving at the circumference but that was round & it stitched well but not sure how will you do from a square/rectangular rooftop to get 360. Shooting from pole seems the option but you say that's not possible.
