My throughts : these two have only little overlap and boths the beach and the clouds have little that help APP to place controll points. Can't really blame APP. Clouds and monocolor area's are always difficult. And then also shot handheld which can cause paralax problems.
I recommend to add controll points manually and hope to make the best out of it.

You should aim for 25-30% overlap between images.

If you have a single row of images then set Edit/Settings/Detection/Links appropriately - see first screenshot.

I didn't have too much difficulty stitching these two images. I removed all autodetected CPs and placed new ones and use the Vertical lines tool to level the horizon. See these tutorials:
