Telling APP2 to recognize the set as "row/column" doesn't work -- is there a way I can force APP to accept these images as "row/column"? Or do I need to edit the EXIF data to change the timestamps? If so, what is the presumed order that APP is expecting and how does it establish that?

AFAIK APP/APG when detecting control points automatically does not 'presume' any order it just seeks matches between images.

Now if you were to shoot a pattern compatible with the Gigapan Import filter - which you did not - then you could use that to tell APP/APG the order of your images.

Removing the exif data and renaming the images will do the job.  The GigaPan stitcher loads the frames alphabetically, so, if you shot the images in rows, they can be numbered sequentially, then choose the correct import grid, or number them A1..., B1..., C1..., etc., then import as a GigaPan with the Rows grid - in your case it looks like "Rows from bottom up".

The caveat to numbering the frames sequentially is that, when shooting rows, all rows begin on the left, so number accordingly.
