Scale Bar

I'm wondering if it is possible to add/overlay a scale bar(s) onto mosaics?

For my specific application I'm creating a true vertical projection/aerial photography (camera is fixed pointing downwards but translates horizontally) mosaic from a ROV (Remotely Operated Vehicle).

My thoughts are that there will be local non-linear distortions due to variation in ground elevation.  The resulting parallax error creates multiple perspectives which must be reconciled during the blending process, which inevitably produces a photomosaic that is an artificial and compromised view of reality.  Thus, it would be impossible to have any sort of reliable scale bar(s) in the mosaic.

I see two possible methods of skirting around this issue but have no clue on how to proceed.

1)  Overlay a scale bar into every singe image then create a mosaic.  I would need to figure out how NOT to blend this into the mosaic.

I wasn't sure if the author meant measuring 10x for each individual image.  I have large Panoramas to measure (>80 images) so this would be a very time consuming method.
