Google is offering the service as part of their maps service.
What can we do to compete?
True it is low quality, but it gives you turn around in the business - and most importantly it appears in Google maps!
And Very very cheap costs ...

Very very cheap? It is not for free and you have to pay for a panorama each 4 meters.
The point more important is, is that it draws attention away from the website of the company to the website of google instead of from google to the website of the company.
I have customers that want to update the virtual tour that was made a year ago. That can be done very easy, sometimes replacing only one panorama. Try that with google.
I don't think the 'photographers" that are doing this are really making a lot of money and it is not unlikely they will be out of business soon.

Look at the tours that are already made and you can conclude a panorama is made every few meters
