I’m very happy to see that the canvas size issue when rendering with panorama unchecked has been resolved.
However, two issues remain when panorama is unchecked in Render>Exported data.
Issue 1: Layers unchecked in Layers Panel are not included in output file.
Test 1
1. Open existing file that has two layers. Each layer is a pano taken from the same place at a different time of day.
2. Filename is day-sundown_transition.pano
3. Layer names are ‘sundown’ and ‘daytime’.
4. In Layers window, ‘daytime’ layer unchecked.
5. All layers and pictures are visible and checked in Render>Output
6. Set filename as '%a_b2_test1.psb'
7. Render to PSB, panorama unchecked, both layers and all pictures checked.
Canvas size is correct. This is good to see.
Unexpected results:
1. Pano is incorrectly named: ‘sundown.psd’.
2. The ‘daytime’ layer and pictures are missing from PSB file.
Issue 2: Output filename is incorrect and has been named for top-level layer.
Test 2
Same file as in Test 1 above and steps 1-3 are the same.
4. Layers ‘sundown’ and ‘daytime’ checked in Layers window.
5. Set filename as '%a_b2_test2.psb'. Green checkmark is visible after filename.
6. Render to PSB, panorama unchecked, layers and pictures checked.
This time both layers and all pictures are in file. Canvas size is correct. So far, so good.
Unexpected result:
Pano is named: ‘sundown.psd’. It has overwritten the previous ‘sundown.psd’ file.

Wrong output file name will be fixed.
Other behaviours are normals:
When pictures are not selected in the panorama editor they are not exported (not listed in rendering output).
Layers are always exported but can be empty if they do not contain selected pictures.

Okay, good to know. I do find it confusing to see the name of a layer in the output list, even though that layer is unchecked in the panorama editor. It's not consistent with the treatment of pictures.
